INTERDEPARTMENTAL REWARDS COMMITTEE.

Incident at Bias Bay, China, in Oct ober, 1927.

I am directed by the Chairman of the Committee to circulate for their information, the attached copy of a report from the Admiralty regarding a recommendation for a gallantry distinction for Lieut. Commander F.J.C.Halahan, R.N., in connection with an incident that occurred at Bias Bay, China, on October 20th, 1927.

The Admiralty consider it very desirable that the award proposed, if approved, should be gazetted with the Birthday Honours, and wish therefore that the recommendation should be dealt with as soon as possible.

The Chairman regrets that, owing to illness, he will be unable to hold a meeting of the Committee in the near future, and suggests that this case should be dealt with in the same way as that of Captain C.R.Spear, see Memorandum No. 103.

In the absence of any dissenting opinion from the Committee by May 16th, he proposes to inform the Admiralty that the Committee recommend that a Distinguished Service Cross be given to Lieut. Commander Halahan.
